Yours is not an easy question to answer. There are so many different machines that have completely different hardware requirements.

The best answer for you at this point is to keep looking around on the forums. Read as much as you can.

There is a current crop of machines that are fairly readily available from a variety of sources. Kits are certainly available, but after reading enough you may feel confident and source the parts yourself.

Some of the machines you should consider:
Mendel90
Prusa i3
Prusa i2 (basic machine, but a good introduction)
MendelMax 1.5
MendelMax 2.0 (still in beta stage, but a very nice looking machine)
PrismMendel 1.5
Rostock/Klossl (an advanced machine, but not widely accepted yet)

But if you want to do tissue engineering you should contact Jordan Miller at Hive76 in Philadelphia. He's working with 3D printing and regenerative medicine.
