Need help with MCP2200

Hi !
Few days ago i built a Gen 7 v1.5 board. After soldering the MCP2200 to the board when i tried to connect to my computer, it did not detect. So i read a few posts in different forums. In one post i saw that the Vusb pin of the MCP2200 has to be connected to 3.3v . But when i tried connecting it to 5v, it recognised but it kept constantly telling me 'Power Surge On USB Port'. But when i removed the connection from the 5v, the same old thing , it did not detect. Can some one help me with this please. I checked all the connections, everything is alright. Can some please tell me why isn't it detecting.
