Trouble with BTT SKR MINI E3 stepper rotating slow

Hello!
I have BTT SKR Mini E3 v2 board with Marlin 2.1.2
The board is new, I did some testing with it but other than that it is new. I dont think I have toasted it with anything but never know 8-)
Issue is the following:
Once uploading firmware the Y motor runs exactly 1/8th of the speed. The setup is coreXY so this should not happen. Both motors should spin same speed when movement is orthogonal.
The things that I tried so far:
Swapping motors. Motors are OK Changing steps/mm value in firmware, however in corexy configuration marlin does not allow you to have different steps/mm for the motors, they will run one speed x dir then other speed y dir. It was my first idea to just multiply the steps with 8. microstepping is 16 for both motors I have tried changing the pins of Y to Z in the pins file, the issue is the exact same hence I'm suspecting it is software related not hardware Issue is same if I comment out the corexy setting in marlin

Here is a video of the problem in action, as you will see the setup is extremely minimal, only the motors are connected to the board: https://drive.google.com/file/d/1Z0V02q8_YKEnI5gHkSghmK6WUER_wdlu/view?usp=sharing

here are my config files:

I want to know what do you think, is my board faulty or is it some software issue I'm overlooking.:S
