Prusa i3 Rework Motor Issues

I have been working on my Prusa i3 Rework and have ran into some issues.
X&Y Axis
-The motors do not move the distances instructed in the host programs one direction, but do the other. I.e.moves 1 mm to max limit, but only .4mm to the minimum
     - The motors will only move .1 or 1mm when instructed by host software. When instructed to move 10mm they move very little (3mm?). At 100mm the motors just buzz.
-Homing Results in buzzing. Repetier homed the X&Y properly, but at very high speeds, not sure if it is supposed to be that quick.
Z axis
-Same issues as above except for 1mm,10mm, and 100mm distances.

All of the motors buzz when they are not moving the distances needed for time associated with movement (short buzz- 10mm, long buzz 10mm)

My printer has the following working:
     -Endstops
     -Hotend + thermistor
     -Heated Bed + thermistor
-RepRap discount Full Graphic Smart Controller
     -Fan controller

I am using the following:
-NEMA 17 motors holding torque of 76 Oz/in
-T2 Belt with 20 tooth Pulleys for X&Y axis
-M5 Threaded Rod for Z Axis motion, 1 to 1 ratio motor to rod
     - Arduino Mega 2560 with Ramps 1.4
     -Latest Marlin Firmware
-Currently I am using Octoprint as my host software, but same problems using Repiter or Pronterface

Please not all of my motors are operational and work with the Ramps 1.4 test code

I figured out my issue. Somehow I forgot to check for the jumpers under my stepper drivers. I was set up for 1 step there unlike the 1/16th I had in marlin
