First 3 layers or so are bulging out

First 3 layers or so are bulging out The first roughly 3 layers are protruding from a test cube. I can link a pic if needed. The first layer though is really nice and smooth. This a partial reason why I use a little air directed at the model when printing with higher temperature filaments,
Yes I know that there are de-lamination risks in cooling certain types filaments.
