inside circles

well ive been really happy with my recent prints. But there is still one thing I cant get to come out nice. Inside circles. The inner perimeter of the circle always gets dragged and the other perimeters do ok. I attached a picture of what I mean. Also the quality of my prints is pretty good, except for the top layer looks messy as you can see.

Any ideas on either 2 issues?

It looks like the extruder head is dragging in the plastic.
Either you are losing z-steps or extruding too much plastic.
