Are any of the 3d printers, or kits compliant with the FCC?

Section 302(b) of the Communications Act (47 USC § 302a(b)) provides that:

No person shall manufacture, import, sell, offer for sale, or ship device or home electronic equipment and systems, or use devices, which fail to comply with regulations promulgated pursuant to this section.

Even devices which do not use radio transmitters?
Yes, because in the right (or wrong) circumstances, any device which contains a relatively high speed clock (above the low kHz range) stands to possibly produce unwanted interference to other local devices. Devices which do not use radio transmitters are referred to as “unintentional radiators”, and the testing bar is lower for them than it is for intentional radiators. Thus, all devices which cannot be exempted must obtain FCC authorization prior to being marketed in the US.

It would need to be grounded properly to act as a Faraday cage, but yes this would mostly solve the errant EMI issue.
