I want to design a GUI for arduino similar to pronterface to control a robotic arm .
Can anyone suggest the platform on which i can make the GUI or can help with the source code of it.

You can use what Pronterface uses: Python with wxPython. Is reasonable cross-platform and many people have the prerequisites already installed.

Visual Studio 2015 has support for the Arduino IDE as well as Android, iOS, and Windows Phone, not to mention Windows and Linux. Best part is it's free.
