Maybe I'm seriously misunderstanding something here.
I have a BTT SKR 1.3 and TMC2208's in UART by default; I confirmed that there's a J2 resistor on each driver.
I set the BTT SKR 1.3 for UART via these instructions:

I then did what I needed to do in the firmware via these instructions:

I'm pretty sure everything is setup right but when I changed the current limit for each stepper, I'm not seeing a change. This is annoying. I dropped the current for each stepper to 200ma RMS to see a drastic change and still I see nothing.
Am I missing something here?
Edit: I checked to make sure the J2 resistors were soldered to the driver boards correctly by probing the J2 pads with my DMM.
EDIT: I ran the code M122. It looks like its working but the steppers are still running as if they have way more current than what I set.

EDIT: I think it's actually working. At 200ma Im actually able to move the steppers even while they're holding. Wasn't able to do that before.
