Cubify has launched a new service called 3DME. It is possible convert 2 photos to a 3D face model. is there an offline software that can do this.

123D Catch is made by Autodesk, not Google

I think he meant, "use google to search for 123d catch". 123d catch requires multiple pictures anyway.

google 123d catch does it with several photos. Cubify 3Dme is capable doing this with a 1 or 2 photos. I am pretty sure there is an offline software like that.
