Hi folks!

I'm having a problem with my heatbed.
When I turn it on there is no red led on my ramps/no voltage on D8 (extruder on D10 works just fine).
Tested the same ramps with a brand new arduino and I had same problem

Do you know what could be the cause of this issue??

There are two incomign 12V power connectors. One connector provides the 12V for just the heated bed output, the other connector provides power to everything else. Did you wire power to both connectors?

Both incoming power connectors read 11.5 volts

What motherboard have you set in firmware?

RAMPS controls the heatbed by switching the low side of the heatbed to ground or not. If you don't have the +12 on both sides of the heatbed terminals when idle/not calling for heat, then the problem is somewhere in the +power-in/fuse/+heatbed-out circuit.

The POWER IN is ok (It gives 11.6V) on both ramps power input terminals.
How can I test the fuse?

easiest way is a continuity check from pulling fuse out then measuring resistance or continuity.
