Can it export dxf's that are usable with OpenSCAD? If so, just export them, import into OpenSCAD, extrude, and export to stl.

Famous, wonderful, free involute gear generating tools in OpenSCAD that everyone should know about:
Parametric Involute Bevel and Spur Gears by Greg Frost
Public Domain Involute Parameterized Gears by Leemon Baird
(I guess they are not as famous as they should be.
)

Hi!
You could use the free web app at www.me-bac.com. It's possible to create standard and corrected spur gears and download the dxf profile of the gear to use with your CAD software.

No gear simulator, but FreeCAD has an involute gear profile generator.
Switch to the Part Design workbench then go to the Part Design menu --> Involute gear...
Then set your parameters and click OK.
This creates an "InvoluteGear" 2D profile in the Model tree that you can then pad (extrude) with the Part Design Pad tool.
You can then cut a hole through it by a few means (boolean cut with cylinder, or map a sketch of a circle and add a pocket feature). At any time you can go back to that InvoluteGear profile and change its parameters, the solid will then update.
Once your design is finished you can export it to STL.
