Fan overcools hot end

Hi guys! I have a problem.
I am using anUBIS hot end to print woth PLA, and it causes jams. To fix this I mounted a fan blowing on hot end, but it results in temperature failure. As long as fan turned on temp. will not rise more than 120C. Here is my setup:

I realised duct was blowing on the heater a little bit too, so I made a new version of duct, and while it is not printed I used some tin make airflow blow only on teflon - but temp is still failing. Ajusting PWM value in repetier is no use. Any help?

UPDATE: I figured it out, it was 24v heater, and I've been using it on 12v

Ramps-fd, Repetier. Fan connected as Extruder 1, and pin 10 selected as hot end cooler in firmware. It behaves strangely, however - while PWM set to 255 it will not spin. I opened issue on github.

Looks like there is a recall on the Ubis Hot End.

-Trouble staying at temp?

-Thermistor not registering?

-Nozzle clogged?

There is no truble staying at the temp while fan is off, it stays almost perfectly even with no PID regulation.
