STEPPERS MOVING FULL STEP INSTEAD OF 1/16 STEP

At school we are building a reprap mono with a melzi controller and are having a problem with the melzi.
All of the stepper motors are moving a full step instead of 1/16 step. It was my understanding that the melzi controller would move the steppers 1/16 step automaticaly and there is no jumper or setting on the board for this.
I have researched this on the internet and not been able to find an answer.

When we loaded the Marlin firmware , using arduino, we could not get it to load using Tools->Board->Melzi 1284P 16MHz.
We had to load it using Tools->Board->Gen7 with Atmega 1284P and 16MHZ.
Could this be our problem??

Any input would be greatly appreciated

Are the MS1 & MS2 pads on the Melzi at 0V or at +VDD?

I am not sure if I am checking this correctly, so I attached a picture to help clarify.(Please see MS1b.jpg)

When I check across the two pads of MS1 I get a reading of 5 volts
When I check across the two pads of MS2 I get a reading of 5 volts
When I check across the two pads of MS3 I get a reading of 5 volts

I hope I am doing this correctly, please let me know if I am not

You need to have solder blobs across all three jumpers for x16.

That was exactly what we needed.
We soldered the three jumpers for each motor driver , and the X,Y,Z, and E steppers are moving as they should.
We have set the endstops and homed the machine.
In the next few days we will finish the commissioning.
