Printrboard Shot? No power led...

So I bought a printrbot simple makers kit on ebay for a steal of a price but the catch was that it was from someone that knew nothing about it, which I'm assuming was a pawn shop or similar. Anyway, from the pictures it looked new but never used. After receiving it, I could clearly see that someone had attempted to put it together and gave up. None of the screws were tightened and the motors were in the wrong places etc etc. I basically took it a part and started from scratch. I was quite surprised to find all the pieces in tact and I was able to completely assemble it with no issues...well, until I tried to turn it on. Somehow he had knocked of the reset switch completely off the printrboard, which I noticed right away and soldered it back on, but from what I can tell, there is absolutely no other damage to the printrboard. However, when I plug it in, the power led will not come on and of course it does nothing. It is the Rev D board. I have tested the power at the switch and I get about 1 volt which gets shorted to ground when I press the switch. Is it fried? Would the led come on even if the firmware was fried? I have no problem's getting an icsp programmer for it if I thought it would help but I would think the fact that the power led doesn't even come on says something else is going on. Any help would be greatly appreciated!

Can you please post a photo of the board? I have a similar problem with my RepRap Gen3 board which I opted to just replace. I've ordered a RAMBo board to replace it (and inherently that means my stepper PCBs are getting replaced as well).

OK, so I've gone through the schematics and did a little more testing. Unfortunately, I can't post a picture till I get home from work but I'm not sure it will do much good as I've gone over it a million times and there is absolutely nothing visually wrong with the board. Every component is on the board that is suppose to be according to the schematic and nothing is popped or burnt at all. What I found last night is that somehow I have about 0.7v bleeding into the ground. If I check from the primary ground (4 corners or sd case etc) to almost any point in the circuit, I have 0.7v. This includes the ground on the 5v regulator which I'm assuming is why the regulator is having problems? It does put out 5.75 volts on one of the pins but what should I read on the others? I'm assuming it could be the regulator causing the issue but it could also be another component being bad that is causing the issue. Is there any easy way to know? My readings on the regulator pins are as follows: Pins 2 and 3 or 6 read about 0.7v the other (3 or 6, sorry forget which) reads 0v, 4 & 5 read 12v and 1 reads about 5.7v. Obviously I'd like to fix it myself if at all possible to save some cash so any further pointers and help would be GREATLY appreciated!!
