How to precisely scale STL file?

I have an STL model that was done in units of 100ths of an inch. The piece is supposed to bolt to an existing object that has bolt hole alignments also measured in inches. Anyway, I tried researching scaling methods for STL files on youtube and what I was finding were several examples of using a GUI and dragging a box to zoom or shrink the model and basically eye-ball it. That's not going to work for me. I need an exact scale of cents to mms. The model is 4 inches tall, so the STL file height is 400 units tall. How do I scale this so that it is exactly 1/3.93700787 so that the correct height in MM is shown in Cura? What I'm trying to do is prepare this to be able to send it to a 3D printing service, but I need to know it's volume so that I can get an estimate of the cost.

Well, I found it. Used Blender to load the STL and then on export, entered a scale 0.254. Then loaded the resulting STL into Cura. Looks right.

you can use the factor directly in slicer and then check if the overall dimensions fit.
