hello I am trying to make my Prusa house and i would like to know if it is possible to power the Arduino with a laptop supply 90W and power the ramps 1.4 with 310 W external power

Why would you do that?
The 310 W powersupply is enough to power both.

if the arduino shield board is plugged in to the ramps 2.4 board all you have to power are the 2 positives and 2 negatives on the ramps board.

he 310 W powersupply is not enough for 5 nema 17 , hexagon hotend little lcd screen and heatbed MK2 ? otherwise it's dont possible to plug laptops powersuply in arduino and 310W powersuply on ramps 1.4 ( arduino is plug in 1.4 ramps ) ?

The Arduino and LCD will take very little power, little enough that you can safely ignore it. 310W will probably be enough for your steppers, hot end, and bed. I have four steppers, a hot end, and a bed powered off my 350W power supply. If you are worried about power use, use the 90W power supply for your steppers and hot end, and use the 310W power supply for the bed. RAMPS has two seperate inputs (5A and 11A) which should let you do this.

The Arduino and LCD can be powered over USB. If you want to print without USB, there is a diode you can solder onto your RAMPS that will let it power the Arduino. Again, do not worry about the Arduino's power use.
