Removing a +1mm over size scale.

Am I just trying to hard?
I just ran the 20mm test cube test and it came out at 21mm.
I'm running an Ooznest Prusa i3 and wondering how to calibrate the printer/cura to remove the +1mm overscale.

When I measured a test cube, I always got more than one size. Differing from eg. 19.678 to 20.123mm

You´re saying 21mm. Period.
That sounds unrealistic to me. You should use a caliper to measure.

If there really is a constant 5% error in scale you only have to reduce the steps/mm in Marlin FW for x,y,z by 5% and you´re done.

Ok I'm lost, I can't find the settings.
are they in Configuration.h or a different file?

If you're still running Marlin there should be one or more instances of #define DEFAULT_AXIS_STEPS_PER_UNIT in Configuration.h. The matrix that follows will define steps per mm for X, Y, Z, and Extruder axes.

Measure your travel distance over a longer length before changing travel Steps/mm in config.

1mm over 20mm could be over extrusion
