Hot end doesn't reach the initial temperature

I'm new on this 3D printing area, I've having a lot of issues while ensambling my Prusa i3 Aluminiun with Sangui board, but now I have another issue, it seems that the hot end never reaches the initial temp, if I set it to 240 Celsius, it goes to 230 up to 235 but never reaches the 240, so I tried to decrease the initial temperature on the slicer to 230 and now it goes to 220 up to 225, I don't know what to do, I hope you can help me here.

Make sure to do a PID Tuning (M303 [reprap.org]) and then either modify your firmware or store the resulting PID values in the EEPROM.

Also check the firmware as I believe there is a max temp settings.
Set it something higher than 230 say about 250-255
As it provides safety if the hot-temp goes into a fault condition and keeps heating
