Temp Ups and Downs before printing

I have just completed a CTC duel to ramps 1.4 Marlin conversion and all is well with one exception.
When it its time ti print my hot end will be set for ABS at around 230. The temp climbs to 240 then drops to 220 the back to 230 and then it is ready to print. This takes all of 5-10 minutes for the hot end to get ready. It takes around 2-4 minutes to get up to 240 bu the back and forth takes forever. My question is, what are the settings to get it to not do this?
Also I use 12v heated bed and it takes 5 minutes to reach its temp of 110 for ABS so a 15 minute print can take 30 minutes because of getting to temp.
Any help would be appreciated.

Read up on PID tuning. As I recall Marlin has autotune, which should at least get you closer than you are now.
