Problems with the first layers confused smiley

Hello everybody spinning smiley sticking its tongue out,

For my final examination, I would like to analyze the PETG filament.I print Single-walled components(0.5 mm) with the Slic3r. In the pictures you see the first 3 layer and the settings.

In the second layer is a problem when the speed is increased.

Has anyone experience with single-walled components? Does anyone have tips for settings?

Thanks for you help in my current situation.

PETG recommended temperature is between 240 and 260.

1st layer too fast, try setting it at 15mm/s
