This is what you get when the LCD hasn't been initialized.
Causes could be firmware or hardware.
One very common cause is the screen comes is two versions. One version has the cable keys facing up, the other down. You have to physically check that the lcd is getting 5v and gnd on the correct pins. If it is wrong rotate both cables 180 degrees at one end, yes this involves cable modifications so it can be plugged in that way. No it lighting up does not necessarily mean power pins are correct.
Second common cause. This is a REPRAP_DISCOUNT_SMART_CONTROLLER not a REPRAP_DISCOUNT_FULL_GRAPHIC_SMART_CONTROLLER. Make sure correct one is enabled.
