PIC Programming using Willem USB programmer

Has anyone out there used a Willem USB programmer to program the PIC 16F628A-IP parts? I can erase the part and program the part successfully using the stepmotor.hex file, or so the software says, but when I run the debug led test in the UCB testing procedure I get no LED activity. I've put a scope on the trace going to the LED and there is no activity. I've tried both the hex file from source forge and a file that I compiled successfully from the SVN trunk and neither works. When I look at the hex listing from the programmer of the data in the code area of the part, the opcodes and operands match the list file produced by the sdcc compiler. I've attached a dump of the programmer file as well as a partial list file of the first section in code memory. Does anyone out there have any insight into this?
