I've finally got it fixed. Here's the run down and the final word on what was wrong...
Tried a few of nopheads ideas. They didn't work. Specifically I took the motors off the frame and ran the wires outside too. Still the same problem.
I took apart two of the motors, one that worked from my machine and another from the OIT machine. Same. No dicernable differences.
Tried my motors on my electronics. Worked. Tried the OIT motors on my electronics--but using the old wiring harness from the frame but not in the frame---and they didn't work. This told me there was something wrong with the cable--maybe--but ALL of the cables had this same effect. ???
Talked to a friend of mine that works at Intel--microelectronics guy--and he found the answer. We had somehow magnetized the cabling and it was acting like an inductor! Sending pulses down it would cause funky results on all the motors but the cables would still pass continuity.
took the cables out of the equation on my electronics and all the motors worked like champs! Went down to Norvac's electronics and got some shielded cabling. Put that on the OIT machine and gave it a wirle....Things work beautifully now!
I'm finishing up the wiring harness and getting things cleaned up again for a final calibration run and then on to printing! I won't be able to post pictures as our camera died but I'll let everyone know when and what I've had success with.
