All MS(0,1,2) pins high for 1/16th micro-stepping yes, assuming you have a real Stepstick with A4988 - not A4984 which cannot do more than 1/8th.
BUT NOT TO VMOT !!!
The correct high level for logic inputs is VDD.
Most of my technical comments should be correct, but is THIS one ?
Anyway, as a rule of thumb, always double check what people write.
