Marlin and minimal Layer Time

Hi,

in Cura there is an Option to define the minimal time a layer will take. This can be necessary for small objects, in order to let the last printed layer harden enough
That it is save to print the next. My Printer seem to ignore that value completely, thus the only way I can print small objects clean is to put a copy of the same object on the buildplate. But this is in most cases just a waste of plastic.
Is there a way to make Marlin wait a specified amount of seconds, if the actual layer time is really low?

G4 - Dwell S = seconds or P = milliseconds

you will need to manually enter it into the G-Code,
