Stupid hotend temperature reach

I have very strange problem. Whatever hot end temperature I set, it manages to come 2-3 degrees below it and it just stands there for hours sometimes, and sometimes even starts to print after some time. It can reach very high temperatures but somehow it just stops few degrees before goal temperature.
Anyone had this issue?

think people have had this problem i can't really help you as my printers isnt printing yet, not i do have the hotend and heatbed and noticed when i say for ie set the bed to go to 60 degrees it would got 65 degress, last night i decided to try something, as i have it standalone i can use the lcd to change some settings so i messed around with the pid settings slightly decreasing them to see what would happen i noticed that i managed too get the temperature to stay constant at 60 degress with out it going under or over, i would try your pid settings if you can but i do not fully grasp them so i would hopefully someone may
