Is it possible to limit stepper hold current with Marlin Bugfix 2?

That is a hardware feature... depends on your motherboard and your stepper drivers.

It is on a MKS Gen L v1 board.
I wondered if there was some way to reduce the stepper hold current from the full power move to a lesser hold current. (not hopeful)

No not on that board...

Has to have integrated steppers as stepper modules don't break out that anything like that.

Or a newer board and drivers with spi or serial communications to configure the stepper modules.
