Hotend temperature problem

Hi
I got a metal hotend for a delta printer and when i try to heat it up, temperature won't overpass 120 - 140 C to reach printing temperatures.
Any possible solutions and what causing this problem ?

24V heater, but only supplying it 12V?

Probably faulty cartridge heater ...
