RAMPS 1.4 not powering arduino

I noticed recently that my arduino is not receiving power from the ramps. If I do not have the USB cable connected, nothing works - even when I am trying to print from an SD card.

I thought that maybe I didn't install D1 since it's optional and I couldn't really remember what decision I made at assembly time, so I removed the pololu drivers, and sure enough it's there and it's polarity is correct.

So next I started poking around with a voltmeter and discovered that it looks like a trace has been cut. There is a trace from D1 that goes to a via that appears to go up to C9. There is a break in this trace. I have 12 volts on the capacitor side of the break, and open on the diode side of the break. I'm not sure how this break happened, but I'm thinking of trying to bridge it with some solder. I just want to make sure this is a wise thing to do
