When I run the test code (http://reprap.org/wiki/File:RAMPSTestCode.pde) , LED 2 and 3 (both red) turn on and I hear vibrating in the motor but do not see any movement. What is this a sign of?

Well, I've never used that test code but I can tell you that LED2 is the Heated print bed ON led and LED3 is the fan output, Why not just upload your printer firmware and take it from there...

Okay thanks,
I just finished soldering the board and I wanted to make sure it worked. currently I only have an X and extruder motor and I wanted to see if I could test it with just those. I've uploaded the firmware but I'm not too sure what to do next with what I have

Plug a 12v supply into the 5 Amp terminal block on Ramps then run Pronterface (or whatever you use) and try moving the motors you have (assuming you have the Pololu chips slotted in!)

I plugged in my power supply and the motor + pololu and ran Pronterface. When I put in an X displacement I got vibrating from the motor and no turning. If I clicked another step it would stop. A third click would start the vibrating again, so on and so fourth
