Very vague question...

To turn on a dc motor, yes, you wire it to an un allocated IO pins or 2... You would just use M42 to control it.

to use DC motors instead of stepper motors. No. Ramps requires a Step and direction interface. This has pwm and enable.

As Dust said, you would be better of using a drop-in type stepper driver on a Ramps board since it's designed for that. That doesn't mean it's not possible. Why would you prefer using an L298N instead of an A4988 (which are easier to install, cheaper to buy and are more common)?

Thanks I think @Dust answered the question. The difference between a regular DC motor vs Stepper was what I was missing. I only wanted to use it because I have a nema 24 stepper on my Y axis and with the 8825’s it was using was skipping steps! I was hoping to use a driver with more amps. I had an L298 from a previous project and I thought I could just use that but like you guys pointed out, I could not find the enable and step pins to wire it up to the Ramps pins. I think I need a 2A min driver for the stepper. Thanks!

But Ramps has many Enable and Step pins.

Check out the pin allocation on an A4988 for example, you can see all the pins it has and all these pins interface with the Ramps 1:1 so you can figure out where to connect everything. Or am I missing a point?
