Not Filling, leaving seperated walls

Hi,

I'm struggling to find an adjustment to properly fill the component. The printer prints a perimeter and the loops, but seems to print an inner perimeter and only fill within this inner perimeter.
here's the gcode plot, see attached.

Has anyone any ideas how to fix this?

Try repeatedly decreasing the extrusion width by a small fraction until the slicer is confident that it can fit another line of filament in the gap?

I found that by having zero extra shells, it didn't do an inner loop and just filled to the outer profile.
