Printed part is good on one side and opposite on the other side

Problem: One side of the printed part is almost perfect and the other side is completely opposite. I noticed that in seam beginning, my extruder extrudes more than it should be and that causes disorders in that layer. Also seam point are clearly visible on my print. I added pics.

Printer: Prusa i3
Material: 1.75 mm PLA
Temperatures: 210 C for first layer, others 200. Bed temperature 60.
Layer height: 0.2
I use slic3r software. I attempted to print the model in this link: [www.thingiverse.com]

1. Make sure your bed is level. If the nozzle is too high off the work, it won't melt the existing plastic for a good bond.

2. Is the problem always on the same side relative to your printer? There might be some mechanical resistance, like a bad spot on one of the linear rods.

3. To check if you're extruding too much, there's a calibration model you can get from thingiverse, which is basically just a 1-perimeter shell. Use calipers to check the width on all sides after it's done printing, if it's more on one side then it's an extrusion problem.

Are you using retraction? Check "Extra length on restart" in printer settings--->extruder

1) I'm sure that my bed is leveled, checked and adjusted it many times.

2) No. I didn't notice any mechanical resistance but I will observe carefully from now on.

3) I printed 2 thin-walled calibration models after your suggestion and they seem pretty fine to me. I added pics.

Yes, I'm using slic3r software with retraction option enabled. Here are my retraction settings,

Length: 3.8 mm
Lift Z: 0 mm
Speed: 40 mm/s
Extra length on restart: 0.5 mm
Minimum travel after retraction: 2 mm
Retract on layer change: (on)
Wipe while retracting: (off)

I think that you are retracting too much, and, most importantly, the extra length on retraction that you have added spits out more plastic causing your problem at the first moves in each new layer.
