Material not sticking to bed

Hey everyone, 3D printing noob here.
RepRap MendelMax 1.5; PLA, Extruder 200C, Bed 70C

So I'm trying to print this and the first layer(s) doesn't adhere very well to the bed. The plastic starts sliding around the bed unless the bed and the extruder are literally touching. Even then, it pushes other prints that are already laid down.
If by a miracle, the first layer(s) do stick, the part begins to warp as you go up, doesn't stick to the bed and the corners start to "flare" up.

Here's my suspicion: The bed is dirty as hell. You can see all the nasty on the part I ripped off the bed. I share this printer with other students in my lab and they use 3M Super 77 Multipurpose Adhesive on the bed. I'm not sure how other beds are supposed to look, but I'm pretty sure it's not supposed to be this dirty. How can I clean all this grimy stuff off? Also, is there any other better options for an adhesive on the bed? Are you even suppose to put this kind of adhesive on the bed?

Thanks for the help guys!

Well, if that's meant to be glass on top then it sure is a mess as you say!. I would remove it, put it in water in the sink, scrape it and give it a good scrub 'til its sparkling clean. You don't necessarily need any adhesive with PLA if the glass is squeaky clean but you must check the nozzle gap when its 'homed" - max gap of 0.1mm. (a piece of copy paper should lightly drag between nozzle and glass. You could also use the other side of the glass if its in better 'nick'

You need some clean glass, then a coating of 30%PVA (Elmers)and 70% water, That will stick the material to the bed when heated.
PLA heat 55
ABS around 70

ABS bed temp should be about 110c.
