Need help to resolve blobby extruder issue

I am getting this issue with a new extruder. I have calibrated everything but I just cannot see to clean it up. I don't believe it is clogged but I could be wrong.
The hotend temp is running at about 200.

0.5mm hotend

ABS or PLA?
if ABS the temp is way too low, try about 230C and adjust from there.
if PLA got to 210C and adjust.

PLA. I'll try upping the temp.
Anyone have any tips on cleaning the extruder? Do you use any solvent? Or just heat it up?

I clear partial nozzle clogs with a piece of wire pulled from a brass wire brush held with a pair of needle nose pliers and the nozzle at temp. Just make sure the wire is smaller than the nozzle.

Same issue still. I even bought a new j-head so I know it must not be that. Also tried new PLA so that can be ruled out also.

Any help GREATLY appreciated...lol

Its hard to tell, but with that front skirt line looks like it disappeared, I'd say your bed is not adjusted properly and the nozzle is dragging through the first layer.
