printing cilinders with hourglass shape

Hi, i am printing PLA with a mini kossel, and i have this issue where cylinders appear in shape like an hourglass. (see attached)
Please advise smiling smiley

drop your bed temp after the first layer by 20 or 30 degrees

should i also drop the hotend temp? (now i am printing PLA @ 205C)
also, how do you feel about a 4cm fan that blows air to cool the printed piece?

no need to drop hot end temp, fan is optional.
