Have you calibrated your X and Y axes correctly? Cant tell from picture which axis it's "leaning" on.

it's really odd how smoothly and evenly that is drifting, as well as the fact that is started where the gears teeth are, but not down on the base.

Do all of your other prints do that? And have you tried re-slicing that pulley?

Seems to be a slicer error since its one specific layer pattern that gets the offset.. What slicer do you run?

Have you checked that all of the axes are smooth when moved by hand? Is your stepper current too low?
Since the gear teeth of the pulley have lots of sharp angles, it might cause some rod binding or skipping from your stepper motors.

I use simplify3d. I checked everything (belts, pulleys, steps, vref, changed usb cable) but the problem is always present. sometimes in the lower part.

How strong are your stepper motors? If you resist the motor movement with your hand, does it skip easily?

Also, when you said you checked the pulleys, did you mean that you made sure they were tight on the shaft and didn't slip?

the grain of the pulleys was tight. engines oppose a good resistance. It is not loss of steps. but what to be?

Do the coordinates that show on the display drift during the prints?
If they don't, a motor skip steps or a pulley or belt slips.
If they do, your printer might very well be possessed or you managed to trigger a very odd bug.

Try flashing a different firmware and see if the problem goes away.
