Note that the PSU shows the total available power across all outputs.
The 12V lines are only rated to 19amps . 19 x 12 = 228watts.
That sounds enough but if you run a hot bed at 130 watts plus 3 hot ends at 30watts thats 130 + 90 =220 so you are borderline given you still have to run the controller, motor, fans.

Also you have a current limit on the control board so you need to check the driver is adjusted correctly. I can't remember how you do it on a ramps but i think you run the system on 5V and adjust a potentiometer to read about 0.4volts.
Also ensure the fan is not blowing on the hot end.

Hopefully someone else will jump in with some help.

On the other hand, when the heated bed is heated up, the current draw drops due to increased resistance at higher temperatures. I've measured my 24V bed at 8A when cool, and drops off to 5A when almost at the set temperature (before PID kicks in, lowering the current draw on purpose). If you open up the psu you can check if there's more than one 12V output on the psu and split the bed and other parts between them.

Usually the bed heats up first, then when PID kicks in, the current draw drops, so it shouldn't be too much of a problem.

Any insulation under the heated bed? Without that your just trying to heat up the air.

Also putting insulation on top of the bed till it gets close to temp helps a lot
