Silicone 600W bed heating is slow after being tuned

After being tuned with M303 artefacts of printing are gone. The only problem of using tuned PID is speed, the point of using powerful heaters is lost. It heating near 0.1C per 2 seconds and to heat bed to 100C it takes near 10 minutes. It is like after all upgrades and troubles I have old 12V heater. Turned off tuned PID for nozzle heater due to it takes yet another 10-15 minutes to heat up to 250C.
Is it possible to change behavior so it heats like 3/4 of requested temperature from room temperature with high speed and at the end with low speed?

Assuming you're on Marlin, the
PID_FUNCTIONAL_RANGE
variable determines how close you need to be to the set temperature for the PID to kick in. It defaults to 10 which means that the bed and hotend should heat at full power until they are within 10C of the set temperature and then the PID should kick in.
