Great Extruder, Inconsitently Terrible Seam

Tuning up an old skr1.3 build, have it running latest marlin and sliced using recent orca.

To my eye it looks like the extruder motor is skipping steps on the unretraction, however it is an e3d titan with tmc2208 running 32 micro steps(reduced from 64), enough amps to get the stepper toasty and only asking 33mm/2 on the unretract also firmware #define DEFAULT_RETRACT_ACCELERATION 2000

The plastic is PETG, have made sure is nice and dry before printing, shown is the most recent print that has one good seam yet also has terrible stringing on the other end of the same print.

I think I've ruled out skipping steps, but no idea what else this could be, any thoughts?
