I am trying to print a kline vase with a raft under it, but when I turned on the raft it also appears to have turned on all support for many layers.

So I turned off the raft option, and I enabled 10 layers of "Enforce support for the first:" X layers. Unfortunately, this ALSO enabled support material (for more than 10 layers!).

I'm using slic3r directly from the github repository, updated yesterday. Am I doing something wrong, or is this a bug?

As far as I can tell, support is all jacked up in slic3r right now. It also ignores the overhang threshold angle.

While we're talking about support in slic3r, I wish there was an option for external-only support like there is in skeinforge.

I hate using support in slicer because I get support inside all of the horizontal bolt holes too - and they don't need it. Usually If I need to have support for something, I switch over to skeinforge where there is a bit more control.

Well, glad to hear it's not just me...guess I'll have to install/setup/learn Skeinforge....
