How do you convert an STL that was designed in inches to MM and vice-versa so it imports the correct size?

Isn't it implemented in the .stl data , which unit it is designed for?
I haven't come across a part that didn't come out the right size. Do you have a link?

If an object is in inches, scale it up by a factor of 2540%

Conversion is 25.4, divide for inches multiply for milimeters.
