slic3r error

Slic3r isn't completing this top surface. The top/bottom is 3 layers and the 1st and 2nd top are perfect.
It does it on another computer with different infill, so it isn't a computer issue. Both running W11 25H2.
There is no issue with the stl or the file that created the stl that I can see.
It doesn't happen on another similar stl.
Why is this happening?

... it's most likely an error specific to the actual geometry or cross-section of contour-points to hatch-lines -- change the orientation or hatch slightly, so it would eventually vanish too ...

It actually starts on the last infill layer. So there is 3 solid layers there. It just starts on the last infill layer. I checked the model carefully and fixed a slight error, but it still does it. It also does it with Cura and Prusa slicers, so it has to be something in the model, but the model looks perfect now. Then again, Cura is doing something else beside this that the others are not. Rotating it doesn't change it. Up to the last layer of infill everything is fine.

OK, it has to do with the layer height. I changed to my large model and it did not do it. Then I made the large model layer height the same as my normal and it was there. Why that affects it is truly a mystery to me. I changed my normal from 0.2 and 0.3 to 0.25 and 0.3 and it is gone. It is still a mystery as to why......
