What does the "cut objects" function on the object placement tab do? I was hoping that it would actually cut the model and allow partial printing, but it doesn't appear to. Is it just a visualization tool?

Yes, it is only for visualization to look into stl files and reveal the reason for wrongly sliced models or simply to check what it contains inside.
