I am using Repetier Firmware and Host and slic3r.
I am new and just starting to get my first prints this week. One of the problems I am having was nozzle dragging across the print. My level and Z steps were checked and I believe are good. I reduced the Manual Flow rate and I could hear the dragging stop.
If I want to change the Manual Feed rate also, does that maintain the same ratio of extruding over distance? or does the Manual flow rate also have to bumped up as well?
Feedrate adjusts flow correctly. Use flow controller only if you see too much/less extrusion.

Exactly that is what the multiplier in Slic3r is for. Adjusting flow so 100% is correct.

No, it is only for the manual extrusion over the interface.
