Repetier hoost speed controllers

I am switching from Pronterface to Repetier Host.
Now ì notice that there are 2 speed controllers that can be adjusted during print.

One for movement and one for flow.
Are they connected ? If I upgrade speed, will flow also increase ? Or is it ment to be opposite ?

Speed is speed. There is no need to change flow if you change speed. Normal flow is mm^3/printed mm and is not influenced by flow. Use flow only to change the amount of filament e.g. if you get too much filament you can reduce it there. But normally your slicer should produce the right amount so flow is normally not needed.
