RH Scripts skewed

I have this problem and just did a clean install (registry, appdata, everything cleaned out) of RH 2.1.6 == I still have the problem.
I configured Scripts 1-5
When I hover over them in Manual Control the first one says nothing = blank with a generic tooltip
the 2nd name is what was configured as #1
The 3rd name is what was configured as #2
The 4th as #3, and the 5th as #4
When I click on #2 icon, the configured #2 code is run == IE, it is not skewed.
This is what the section of the registry looks like
Why is this doing this??
Win10 x64 1909
