Weird artifact when printing spool holder?

Why did I get these artefacts on SOME of the vertical shafts of the nophead's spool holder (Stl)?
Sliced with skeinforge using nophead's PLA0.3 profile, no changes, stock dibond mendel90.
They were easy to remove, but looked spooky smiling smiley
Ideas how to remove them in future and why I got them?

You need a bit more retract as it is caused by ooze on long travels. Either that or a lower temperature so the plastic is more viscous.

Thank you. Repeating a print at 210C (was 220C before) produced less artefact. I will boost retraction to 4.5mm with 40mm/s speed (as gave me good results in cura) and will try again (maybe even going lower with PLA temp - to 190C?)...
