quality issues

Hey guys, I'm having some quality issues with my mendel90 and I was hoping you can maybe guide me to what could be wrong.
I've levelled the bed using a level indicator, and I got it to 0.02 mm accuracy but my prints keep getting that weird look when the layer goes up.
my print settings:
bed temp: 125
Extruder: 235
Sliced at 0.2

I've checked belt tension and it's ok. Don't know what to look for.

Looks like maybe it gets too hot when the part is smaller and the layers are still soft when the next one is laid on top. Seems odd though with a part that size using what I presume is ABS? Does it get better if you print two at a time?

It also looks like there is a little too much plastic on the solid areas of the base. I have never used more than two outlines but I could imagine that if the flow rate is too high and you print the inner ones first you could end up with a mess at the outside.

You running loop - perimeter - infill? Have you recalculated your E Steps for this filament?
As Nophead said you could be extruding too much.
